Platform
1. Oppose any narrowing of citizen standing or limiting of administrative and judicial remedies available to citizens to challenge land use or environmental permitting decisions. 2. Support maintaining the integrity of state trust funds containing monies dedicated for the purchase of environmentally sensitive lands and the provision of affordable housing. 3. Support increasing coordination between land use planning and water supply planning, including measures to increase the use of water conservation as a water supply alternative. 4. Support the authorization for and funding of an Environmental Resource Permitting (ERP) program for the geographic area with the jurisdiction of the Northwest Florida Water Management District NWFWMD). 5. Support infrastructure funding measures that provide local governments more flexibility in funding key infrastructure needs within urban areas. 6. Support a quicker process to resolve land use and development order challenges by eliminating the role of the Administration Commission in growth management appeals, and substitute a "Land Use Board of Appeals" (LUBA) system, using Oregon as a model. 7. Support legislation that will make the Evaluation and Appraisal Report (EAR) process more useful and accountable by limiting the time in which local comprehensive plans are to be updated. Seek legislation that will end plan amendment processing where a period of more than 24 months have passed without the appropriate EAR based amendments having been successfully adopted. |
