Legislative Priorities for 1000 Friends of Florida
Adopted and Revised by the Board of Directors
September 26, 2007
1.
No density increase without significant public benefits (per the
Florida 2060 report), and support for acquisition of development
rights to protect natural lands and agricultural areas, as appropriate.
2. No plan amendment proposal revisions within 7 days of an advertised
public hearing; changes filed after this timeline will require
a postponement of the noticed meeting unless agreed to by all
affected parties.
3. Mandatory meeting to explain plan amendments (prior to ANY
consideration by appointed/elected bodies) with impacted neighborhood
as part of an application package which summarizes meeting and
notes points of resolution/contention.
4. SLAPP suit shield for all citizens participating in such meetings.
5. Local governments required to compile a list of all neighborhood
associations operating within the jurisdiction such that courtesy
plan amendment, development order, and LDR notices are sent to
appropriate contact person for each association.
6. Each association is also to receive notice of applications
or proposals filed for plan amendments or LDR changes within 10
days of such changes being filed for consideration.
7. Continue working on means of improving citizen standing, easing
and improving challenge procedures, getting quicker and lower
cost hearings for plan amendment, land development regulation
and development order challenges
Transportation
In order to plug a recently created loophole in a 2007 transportation
bill, uniform concurrency credit or waiver language is needed
at the end of newly created statutory provision as follows:

Any use of the options, alternatives or strategies for concurrency
credits, exceptions or waivers authorized in this section where
facilities are constructed or right-of-way donated shall be reflected
in the local comprehensive plan and capital facilities schedule,
as appropriate.
Work with DCA to substantively revise concurrency requirements
to eliminate unintended sprawl inducements.
Urban Policy
Promote revisions to concurrency requirements to foster alternatives
to automobile movements.
Evaluate alternative plan amendment/development review processes
within incorporated areas.
Seek incentives that encourage and reward better community design.
Rural Policy
Continue efforts to improve Rural Land Stewardship Area (RLSA)
program with a particular emphasis on the largest possible parcels,
visioning for the entire parcel in the context of surrounding
areas, and strict compliance with the legislative intent of the
RLSA programEncourage development of rural elements in local comprehensive
plans as a precursor to RLSA designation
Climate Change/Energy Policy
Actively participate in Energy Commission and Climate Action Team
deliberations with a focus on growth management consequences.
Examine linkages with climate change and coastal development policies
affecting property insurance costs.
Adopt a board policy that urges state government to develop energy
use policies that include a plan to reduce Florida's Projected
CO2 emissions, to adopt renewable energy requirements for a portion
of the state's electric power and to improve efficiency standards
for transportation, business, homes and appliances.
Sustainability
Actively participate in the workings of the Century CommissionPush
for public discussion on infrastructure revenue sources for our
25 and 50 year vision.
Land Acquisition
Actively work with the Florida Forever Coalition to establish
a successor program to Florida Forever with increased funding
above existing levels.
Affordable Housing
Work with the Sadowski Coalition to remove the cap on housing
trust fund disbursements.
